Public Notice - Trail Project

Holmes County Park District Seeks Comments on Holmes County Trail 5C.1

New Philadelphia- The Ohio Department of Transportation (ODOT) District 11 and the Holmes County Park District (HCPD) are seeking comments on a proposed Shared Use Trail from CR 25 in the Village of Glenmont to SR 520 in Richland and Killbuck Townships, Holmes County, Ohio.

The park district, in conjunction with ODOT are proposing to construct approximately 3.99 miles of trail to be built on the abandoned railroad bed except at Briarhill Stone where the trail will follow along beside Black Creek before returning to the rail bed. The trail will be similar to the existing trail through the county providing for multiple users including horse-and-buggies, bikes, pedestrians and other non-motorized vehicles. The asphalt trail will be 16-feet wide generally with some sections 12-feet wide minimum, across existing bridges and for short distances to avoid wetlands and stream impacts. Four existing bridge crossing will be modified to add wood railings and an asphalt trail surface to walk and ride on. Several deteriorated culverts will be replaced, and new culverts will be added to maintain existing drainage.

The project:  

  • Will not require any new right of way
  • Will impact waters of the US at limited locations requiring erosion control walls.
  • Will impact suitable wooded bat habitat
  • Will not relocate any utilities
  • Will involve work in a FEMA floodplain. Trail will be built on abandoned railroad bed traversing floodplain

Construction is expected to begin in the fall of 2021 and last approximately 8 months. Traffic will be maintained at roadway crossings during construction.

HCPDis seeking comments from the public about the social, environmental, and economic impacts of this proposed action. Environmental impacts include those associated with historical archeological or architectural resources, ecological resources, hazardous materials, and/or any general concerns regarding the project.
